You can wear them at any time but if you r going someplace very modest and someplace like that, pair it with navy, black, purple or white tights. Velvet is 1 of my favorite winter fabrick. And it looks great with gold and vintage jewlery.
If u wear a dress with no straps wear your hair down but if u have straps wear your hair up,So u can c the straps.
